David is a Berlin-based attorney at Noerr, where he advises clients on all aspects of national-security law. His particular focus is on export controls, sanctions, and foreign direct investment (FDI) in the defense and emerging technology sectors. Building on his experience in foreign and security policy at the U.S. Department of State, David works with companies ranging from startups to established defense primes. He helps his clients navigate complex regulatory frameworks, mitigate trade risks in an increasingly challenging geopolitical environment, and secure licenses and clearances for politically sensitive transactions.
